(2) Waste paper not arising from construction industries (limited to those that generate waste paper in conjunction with the construction, remodeling or removal of structures), pulp, paper and paper product manufacturing industries, newspaper indust ries that print and publish newspapers using rolled paper, publishing industries that print and publish, bookbinding industries, or printed matter processing industries.
