Used in the Economic Census (経済センサス-活動調査). Based on JSIC with census-specific adaptations.

Overview

The Economic Census Industry Classification (経済センサス-活動調査用産業分類) is the industry classification used for tabulating results of the Economic Census for Business Activity. It is directly derived from JSIC with specific adaptations for census purposes, including consolidated categories where detailed industry breakdown is impractical for census collection.

Relationship to JSIC

The Economic Census classification is based on JSIC Rev. 14. Most categories are identical to JSIC at the major group and group level. Some industry-level codes are merged or regrouped to reflect the practical needs of census data collection, where certain detailed distinctions are not feasible at census scale.

Differences from JSIC

The main differences from JSIC involve: (1) consolidation of very detailed industry categories where census respondents cannot reliably self-classify; (2) addition of specific categories for establishments that perform multiple activities; and (3) simplified treatment of administrative and ancillary establishments.

Administration

The classification is published as part of the Economic Census documentation by the Statistics Bureau of Japan (総務省統計局) and the Ministry of Economy, Trade and Industry (経済産業省). It is defined under the Statistics Act (統計法) as a census-specific derivative of JSIC.
